Each school district shall adopt and implement written procedures, approved by the Ohio Department of Education, Office of Exceptional Children, that ensure all children below twenty-two years of age residing within the district who have a disability, regardless of the severity of their disability, and who are in need of special education and related services are identified, located and evaluated. This includes children attending private schools (including children enrolled in parochial schools), highly mobile children with disabilities (such as migrant and homeless children), and children who are suspected of having a disability and being in need of special education, even though they are advancing from grade to grade. This also includes preschool age children who are turning three.
